Job description

Vickerstock are proud to be working in partnership with an industry-leading organisation to recruit an Environmental Health Officer to join their City Services team.

As an Environmental Health Officer, you will play a key role in improving the health and quality of life for the people of Belfast. Reporting to a Senior EHO, you will support the effective delivery of a wide range of environmental, public health, and regulatory functions within the City & Neighbourhood Services Department.

Main Purpose of the Role

You will be responsible for delivering high-quality environmental health services, ensuring statutory compliance, protecting public health, and contributing to departmental and organisational objectives. This is a varied and impactful role requiring strong technical capability, sound judgement, and a customer-focused approach.

Key Responsibilities

  • Deliver the full range of enforcement, investigative, advisory, and educational duties in line with Environmental Health and allied legislation.

  • Conduct inspections and investigations across premises, land, vehicles, vessels and aircraft, evaluating compliance and determining appropriate actions.

  • Complete detailed risk assessments and apply risk ratings according to statutory requirements.

  • Review and evaluate complex technical reports, plans, drawings and supporting documentation; prepare professional responses and recommendations.

  • Conduct sampling, complaint investigations and maintain all associated administrative and IT system requirements.

  • Act as an authorised officer, deciding on legal or non-statutory actions and preparing cases for legal proceedings where required.

  • Conduct interviews under PACE caution, serve legal notices, and attend court, tribunals and other hearings.

  • Develop and deliver public health education initiatives, including community engagement and media communications.

  • Build strong working relationships with internal teams, elected members, partner agencies and community groups.

  • Respond to FOI, EIR and Data Subject Access Requests in line with policy and legislation.

  • Lead and contribute to departmental and organisational project work as directed.

  • Manage personal workload effectively to meet agreed performance targets and service standards.

  • Produce accurate reports, records and statistical information as required.

  • Maintain professional competence through ongoing CPD and participate in structured development programmes.

  • Provide guidance, mentoring and training to colleagues, students and allocated staff, contributing to service development and improvement.

  • Provide out-of-hours support and take part in emergency response rotas when required.

  • Participate in recruitment, induction, absence management and other HR processes as directed.

  • Promote and adhere to Council policies including Customer Care, Equality, Health & Safety and Safeguarding.

  • Undertake any other duties reasonably required in line with the evolving needs of the organisation.


Essential Criteria

Qualifications & Licence

Applicants must have:

a) One of the following:

  • BSc or MSc in Environmental Health approved by CIEH; or

  • Diploma in Environmental Health (CIEH) or historical equivalent; or

  • Be in the final year of a CIEH-approved Environmental Health degree and due to graduate by 30 September 2025.

b) Professional Registration:

  • EHORB Registration OR

  • Registered Environmental Health Practitioner (CIEH).
    (If not currently registered, registration and any CIEH assessments must be completed within 18 months of appointment.)

c) Port Health requirement (if applicable):

  • Qualified as an Official Fishery Inspector OR willing to complete the required FSA training and assessment within three months of appointment.

d) Driving licence and transport:

  • Full, current UK driving licence and access to a vehicle for business use, OR alternative transport arrangements (reasonable adjustments considered for applicants with disabilities).

  • Confident IT skills, including standard office applications and relevant specialist software.
